Lake Elmo City Center is a community-driven solution to a common municipal challenge: outdated facilities and limited space. The city combined a renovated 1980s office building with two new precast concrete wings to create a centralized hub for city government and a modern fire station. Precast concrete was selected for its cost efficiency, durability, and ability to deliver the design team’s desired wood-like, agrarian aesthetic through custom form liners and unique finishes.

The project also demonstrates how precast concrete supports flexibility and resilience in civic buildings, including a storm shelter built to ICC 500 standards and large precast double tees that enable expansive apparatus bays. Lake Elmo City Center proves that precast systems can achieve distinctive, high-quality design while meeting structural and life-safety requirements.
