Accelerated and Strengthened with Total Precast

Wells provided a comprehensive total precast concrete solution for the Florida Department of Law Enforcement Pensacola Regional Operations Center (PROC), also known as the James T. Moore Building. This two-story, 85,017 sq ft facility replaces the original operations center—a converted school that stood for more than a century and was severely damaged by Hurricane Ivan in 2004. Discussions for a new building began around 2007, but construction did not advance until 2015. While the project was initially planned as a steel-framed structure, it ultimately transitioned to a total precast solution for its durability, resilience, and ability to accelerate construction compared to traditional building methods.

The prefabricated concrete structure and exterior wall system were manufactured offsite and installed in under five months, reducing the overall schedule by three weeks. Wells installed nearly 900 precast concrete components, including columns, double tees, hollowcore, girders, beams, and wall panels. Long-spanning double tees and a hollow-core roof structure create a column-free second floor, maximizing usable space. Hollow-core also met vibration requirements (VC-A), keeping floor vibration frequencies within the 4 Hz to 8 Hz range.
